Building a paver patio in San Marco

Start by checking your property’s designation, because the answer often surprises people. Jacksonville requires an approved Certificate of Appropriateness for exterior work in a locally designated historic district or to a designated local landmark. San Marco as a neighborhood is not a local historic district, so a rear patio at a typical San Marco house generally falls outside that requirement. There are individually designated local landmarks in and around the neighborhood, and if your specific property is one of them the rules are different. Confirm your parcel against the city’s Certificate of Appropriateness guidance rather than assuming either way.

What genuinely does need attention is water. Flooding in parts of San Marco is documented and recurring, driven by river level and storm surge rather than only by rainfall. That changes what a patio has to do. A surface that sheds correctly in an ordinary summer storm may sit under water during a surge event regardless of how it was built, and no patio design prevents that. What good design does is make sure the patio is not making it worse, by not directing runoff toward the house, toward a neighbor’s lot or into a low point that already struggles.

Trees are the third factor. Duval County requires a permit for removal of protected trees, and the mature canopy in these older blocks means that comes up often. Protected trees are worth identifying before the footprint is fixed. Permit questions go to the City of Jacksonville Urban Forestry division.

Rinse, sweep and top up joint sand every few years. After a high-water event expect grit and debris in the joints, which sweeps out, and check whether any section has moved. That is the advantage of pavers here: a settled area can be lifted, the base corrected and the same units reset.
